Building Work Contractors Act

If you were the GC, you subcntd out some work, and a code violation was found upon insp, who should correct it?
We had a detached garage built last winter. For some reason, the city overlooked doing the final inspection until now and found a minor code violation in part of the construction. We found that what the construction company advertised (as part of their quality building specs) a different feature than what was installed and did not go by the plans that we had drawn up when applying for the permit. After bringing this to the attention to the builder, they say they will fix the problems but at my expense. I feel that they installed an inferior material/design to save money, hoping that myself or the inspector wouldn’t notice and now will only rectify the problem w/compensation. Does acting as your own contractor mean that YOU must make sure that codes are met. I was out of town during the framing of the garage and trusted that this company knew the codes and would build the garage according to plan. Do I have a case to compel this builder to fix the problem at their expense?
The GC is responsible whether he goes back to the sub or the person responsible for the mistake GL
