Contractor I-9

Can I cut a check to an employee for one days work without running it through payroll?
We are a construction contractor..hired someone for one days labor on a project. I like to do everything legit and want a completed I-9 and W-4. He is complaining that I should be able to just cut him a check because it is a small amount.. I say no and my CPA say no..but he still seems to think this is okay. Any thoughts? We are in CA.
this person is a legal citizen but he is just trying to avoid paying taxes on such a smal amount.
Employee = Payroll whether it is for 1 year, 1 day or 1 hour.
