Should people need a license to have children?

Contractors need a license from the state to show that they are qualified to do that work, why should we not apply the same standards to would be parents, whose skills in that area are far more out reaching than a contractors.

I think that would be a good idea. Not only will it help out with the overpopulation problem, but it will only be issued to parents who can prove that they are nice decent people who are financially responsible to bring a child into the world.
