How On Earth Do You Solve The Problem Of Corruption In The Philippines?

With the recent World Bank eyebrow-raising revelation about the three (3) Philippine contractors (one permanently banned and two temporarily banned) participating with the public works’ local bidding, what then are REAL and PERMANENT solutions would you suggest so that bidding for all contractors (be it local or foreign) be FAIR and not rigged?

Dream, dream and dream.. Long way to go..Best solution is prevention. Prevention is to ensure that if one does somethign wrong, he is punished. YOu need to have an effective justice system. Jail those who needs to be jailed. Now dont tell me about not being achieved due to te present political system, the present electoral system, etc. No matter how good iis the justice system, when other systems are not fixed, you will have the same problem. People will ignore the laws. They wil find a way to circunvent regulations. As I said, it is a logn long way to go. Short of saying it is hopeless, but I still hold hopes for your system. Maybe you need a revolutionary change-in culture, moral, etc.
