Can I call my boyfriend in Iraq?

He is not in the military, but is a general contractor over there. An emergency has happened and I really need to get in touch with him? Is there any way this is possible? He normally calls me from a 13-digit number that sometimes comes up different numbers. If someone knows how I can go about contacting him, or a number I can reach him at, please let me know.
