Is it legal for a used motorcycle parts co. to refuse my refund?

I screwed up on the return shipping (wrong part was sent)….they provided their ups account # but the UPS store would not accept it (citing store policy) However they would accept it for overnight. The manager was unable to quote me a price saying it depends on this and that… I got frustrated and said Just sent it!!
The parts co. said they got a bill for over $200.00 and would not be able to refund my $130.00 purchase price.
I had an ugly confrontation with the store owner and wrote a letter of complaint to the UPS executive headquarters in Georgia. I think if the parts store sent the right part in the first place there would be no problem. The UPS store is not UPS. I asked him what’s the difference? He started lecturing on the difference and that he is an independant contractor. Next time I’ll ship Fed Ex.

Sorry, but it sounds as though they are within their rights.
