Franklin County has a surplus of $4.5 million after a year of belt-tightening. That doesn’t mean taxpayers and county employees can breathe easy. Franklin County Fiscal Director Teresa Beckner presented the unaudited results for the 2009 general fund budget to county commissioners on Thursday.
