Who is responsible for discipline on the school bus?

My private company provides transportation for a school in Illinois. We have never had any issue with discipline on the bus until the 06-07 school year when the kids began behaving very poorly. Since the driver’s primary function is to drive, we have hired a monitor to discipline the students. The system works and the children are safe, however, I still question who should ultimately be responsible for providing discipline on the bus – the school or the contractor? Who should be accountable for the monitor and responsible for their duty?

It is the drivers/monitors duty to report any disciplinary issues regarding the children to the school.Any children who are reported to the school should have their bus transportation suspended. Most schools who need bus service will have some sort of school policy sent to the parents which will state the consequences for being disruptive on the school bus.You need to see if the contract with the schools has a clause regarding disruptive students and see what the drivers/monitors rights are.If you have no rights then the bus contract with the school need to be revised to protect te drivers/monitors.
