I recently answered questions from defense contractors. The intention was to generate discussion and obtain an assessment of how well understands National Security Industries Program. I have received a variety of answers. The answers were intelligent, thoughtful, but inaccurate. They demonstrated a lack of understanding on the basis of culture popular and mouth.
Keep in mind that the hundreds of possible answers to less than a handful responded to each question. The survey was by no scientifically. It was only a fielding simple questions and is not intended as a representation of the industry in general. However, it does provide a solution sound training. How can you use this data to enable the force? Well, thanks for asking.
First of all, the followers of this blog and the newsletter later can use the same questions, while conducting security walking around or conducting a safety study. Field of these questions to your equipment. If they answer correctly praise loudly and publicly. If you answer incorrectly you just created a training opportunity. Continue with diplomacy. Use the data collected as a basis to design future training. These responses go a long way in identifying deficiencies in the overall understanding the National Industrial Security Program. These deficiencies could be a vulnerability to your safety program if not addressed properly.
Another application is to use the answers provided here to provoke discussion or add to its security agenda in education. Again, no scientific study here. However, some general assumptions can be made about the general knowledge of the National Industrial Security Program.
Now, the questions and answers:
1. Is your security clearance or a way to protect classified material to be affected by the new administration?
Answers:
a. Usually, only the President can de-classify any classified information.
b. Since technically the ADMIN-turns over every four years, there must be some kind of "transition" in place for businesses that overlap with 4 years of tenure administration.
c. I do not foresee any significant change.
The reality: In recent history two sequential presidents have provided independent executive orders directing how to protect classified information. Presidents Clinton and Bush have issued the policy direction of what qualifies to receive confidential, secret or classified TOP SECRET.
Contractors and agencies government to protect classified information based on the guidance of executive orders. When changes occur, affecting the storage capacity, hand work of employees and resources to re-brand or improving safety. These resources are funded through overhead and the impact of benefits. Organizations can project requirements and implement a proactive plan in place to make the necessary transitions easier.
2. It is a defense contractor permits the advertisement their facilities level security clearance?
It depends on what level you're advertising. If employees, most have a certain level Empowerment, which can be advertised
The reality:
According to the National Industrial Security Program Operating Manual (NISPOM, the contractor can not use their level of security clearance to advertise for business.
NISPOM 2-100. General. The FCL is an administrative determination that a company are entitled to access to classified information or award of a classified contract.
c. The contractor may not use its FCL for advertising or promotional purposes
As the leading provider of safety education, the Global Safety Officer has to break through perceptions. Employees must understand cleaned a good understanding of their responsibilities to protect classified information. The FSO can ask simple questions to measure the effectiveness of training and discover the areas in which to conduct training.
