How can I hire contractors from other countries?

My guess would be that you can bill the client for contract or consulting services. Thus business expenses for you. Since the person is not in the U.S., the U.S. IRS If you do not mind because they have their own 1099 tax code to comply. I would like make a call to the embassy or consul of any nation wishing to obtain a contractor and ask what, if any, laws may have the equivalent of 1099. Good luck.
